Clarice Starling and Dr. Chilton walk towards the cell of Hannibal Lecter.
The former Allegheny County Jail, designed by Henry Hobson Richardson, was completed in 1886 and served as a jail until it closed in July 1995. After its closure, the building underwent a significant renovation between 1999 and 2001 to be converted into the Family Division of the Allegheny County Court of Common Pleas. A portion of the old cell block is now the Old Allegheny County Jail Museum, preserving the jail's history.

Clarice Starling is a top student at the FBI's training academy. Jack Crawford wants Clarice to interview Dr. Hannibal Lecter, a brilliant psychiatrist who is also a violent psychopath, serving life behind bars for various acts of murder and cannibalism. Crawford believes that Lecter may have insight into a case and that Starling, as an attractive young woman, may be just the bait to draw him out.
